Public bug reported:

I'm using a bottom panel with the autohide feature in my xfce4 setup
which is working fine using only one output 1024x768. When I'm enabling
my second screen which has a higher resolution of 1280x1024 the bottom
panel stays hidden all the time.

I think that the higher height of second screen is used by xfce4-panel
to react on mouse actions but obviously i cannot reach that position on
the smaller screen (height of 768) which contains the panel.
