Public bug reported: On 12.04 with cobbler 2.2.2-0ubuntu1 on 12.04, package installs fine but upstart cannot start cobblerd. The following traceback occurs when attempting to start manually:

This file is shipped in the upstream cobbler source tree but not installed by package with the rest of the config.
