Public bug reported:

Upon logging in, there was no sound indicator visible. I determined
that as long as the output volume is muted, the indicator is hidden.
Toggling mute hides/shows the indicator.

What I expected to see: always show the indicator, regardless of mute.
This is because I have no hardware keys to control volume, so if I mute
it (and the indicator hides) I must now go digging through the system
menus to find and unmute the output.

Observed behavior: muting the output hides the indicator.

Note: this system was recently upgraded from 10.10 -> 11.04 -> 11.10.
