Public bug reported:

When using the global app menu, Alt key bindings do not work in quantal
quezal in some programs (they worked fine in earlier). Reproducer:

* install and open kile
* hit alt-f

the file menu is supposed to open, but the global app menu bar open instead, 
plus an "f" is entered in the text edited.
None of the other alt key-bindings work either.
