Some additional information:
* launching the program with "kile somedir/file.tex" opens the file, whether 
given from the home directory or from any other one. So does "kile 
/home/my_user_name/somedir/file.tex". It looks like the only issue is that kile 
uses $(HOME) as the base path rather than the current working directory for 
relative path.
* launching the program with tcsh rather than bash gives the same problem.
* okular (one of the only few other kde apps that I have installed, to check if 
it's a global kde problem rather than a kile-specific one) works as expected.
* opening files through file/open inside the application works as expected.
