Looking at your upgrade log I see: """ ... Setting up snapd (2.20.1ubuntu1) ... snapd.service is a disabled or a static unit, not starting it. ... """ so it appears for some reason the dpkg systemd helper is confused. Is that reproducable for you for upgrades from 2.17.1ubuntu1 to 2.20.1ubuntu1 ?
