The -lib is missing because pandas failed to build at all on bionic
armhf, with what looks like a crashing test:
https://launchpad.net/ubuntu/+source/pandas/0.22.0-4/+build/14787301.
(The non-lib package is there because it is arch:all, i.e. all
architectures use the same package.)

This was fixed in 0.22.0-7, probably by https://salsa.debian.org
