The ability to change the shell theme is hidden behind the User Themes
extension. To do it you need to:

1. sudo apt install gnome-shell-extensions

2. In gnome-tweaks enable Extensions > User themes

3. Restart gnome-tweaks

4. gnome-tweaks > Appearance > Themes > Shell ... is now selectable.
