This is in experimental because it removes Python 2 support before
Debian-unstable's rules allow; this is not an issue here as the Ubuntu
version has already dropped it.

Overriding the Ubuntu changes, as they are no longer needed:

The functionality of 1+5 (drop python2) and 4 (fix flaky test) is now
included in the Debian package.

2+3 (set --doc-main-package) I intentionally chose not to do: if we
think it's a bug that debhelper doesn't recognize python-$x-doc ->
python3-$x, I suggest fixing that in debhelper, not ~600 individual
