I was also running into pretty horrendous graphics perf (with bionic), and fixed it after I did the following (did all at once so not sure which one did it):
- updated to the 5.3.0-51 kernel - set the java2d option to opengl (from #82) - although I had issues in other apps too - updated the Xorg server to xserver-xorg-hwe-18.04 (+ other hwe drivers) My guess is that the last one is what did the trick.
