I have a Lenovo ThinkPad T15 with AMD Ryzen 4500 with Radeon graphics
too, and got the same issue.

This happened to me:
- I bought the laptop brand new with no OS installed (per my request)
- When I got it, I created a bootable USB stick with Kubuntu 2021.10 (Image 
that I got from the official page)
 - Kubuntu never started (I did get the menu from the USB stick though), and I 
tried both USB ports.
- I try to boot with the recovering/safe mode and I see that error.
- So I instead format the USB stick to have the bootable version 2021.04 of 
Kubuntu.
- Kubuntu started and I was able to "Try Kubuntu" and install it.
- Once the installation was done, I update all available updates and upgrade 
Kubuntu to 2021.10 from the console. 
- After restart, Kubuntu never started: recover mode showed the same error I 
got with the USB (which is the one reported here).

So if the other Lenovo ThinkPad with Intel setup was able to boot
Kubuntu from USB Stick with no error, I assume it has to do with the AMD
setup.
