I recently was able to work around this issue using the nvidia 510 drivers and 
following this suggestion: 
https://forums.developer.nvidia.com/t/fixed-suspend-resume-issues-with-the-driver-version-470/187150/3

Thus far no issues with resuming. Not sure if it helps with 460 but
thought I'd share.
