Thanks for taking the time to report this bug and trying to make Ubuntu
better.

As Hugh already mentioned, it seems that you are installing packages not
from the Ubuntu archive and that is not supported. This part of the log
makes me believe on that:

modified.conffile..etc.odbc.ini:
 [ODBC Driver 17 for SQL Server]
 Description=Microsoft ODBC Driver 17 for SQL Server
 Driver=/opt/microsoft/msodbcsql17/lib64/libmsodbcsql-17.10.so.5.1
 UsageCount=1

There is nothing installed in /opt by debian package from the Ubuntu
archive.

Since this is an unsupported case, I am marking this bug as Invalid.
