Please sync ccls 0.20240202-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * No-change rebuild for CVE-2024-3094
  * Explicitly build using LLVM 17.
  * Rebuild against new llvm-toolchain-17 on riscv64.
  * No-change rebuild to build with LLVM 17.

The new version supports llvm-18, so it doesn't need to build with
llvm-17 now.

Although it's new upstream release, but it only contains bug fix for llvm-18.
