I haven't spent much time running 7.10 so I can't comment for sure on the behaviour there, but my understanding is that if you set a static IP address in /etc/network/interfaces, your networking will still work, but you won't get the wireless selection and VPN abilities of NetworkManager.
Is this not the case?
