I set up a NAT config using the following
/etc/libvirt/qemu/networks/default.xml:

<network>
  <name>default</name>
  <bridge name="virbr%d" />
  <forward mode="nat"/>
  <ip address="192.168.122.1" netmask="255.255.255.0">
    <dhcp>
      <range start="192.168.122.2" end="192.168.122.254" />
    </dhcp>
  </ip>
</network>

but with repeated wgets of ~1M was not able to get any hang.

I'm really not sure where to go with this one, other than to look over your
wireshark output a little more for new clues.
