Each network interface should be accessible from within the instance. As
the public IP is the only way to connect to that instance, it's fair to
assume that IP binds a network interface (and thus should also be
accessible from within the instance).

In our specific case, we're just trying to access the host via it's
public address, which is not such an uncommon requirement.
