Yes, Pacemaker executes the RA with the appropriate environment
variables whenever a resource action is needed.

Monitors work almost as you describe -- it's not exactly every 2
minutes, but 2 minutes from the last monitor's completion (or timeout),
to ensure that monitors don't overlap.
