The Mailman software provides a number of options for how to
treat posts by non-members:

    Hold for moderation
    Reject (with notification)
    Discard (no notification)
    Accept immediately (bypass other rules)
    Default processing 

The users list (and most of the Fedora lists, I believe) are
set to discard.
