Well, I'm not using 640x480 videos. I generally render my NTSC avi into a 320x240 MOV file first, then transcode the 320x240 MOV into a 320x240 FLV and a 320x240 M4V. Since I'm not allowed to manually set options when I use the "movie to iPod" export in QT, that would basically mean that QT is intentionally choosing a bitrate that's too high for some iPod generations, no?
