Diff views are a special case of page views showing an old page version, plus a
diff. Like old version views without the diffs and current version views with
and without diffs, they're handled by the view action, usually include full
page view contents, and have all the UI of a page view.

What would adding a different action variable add? Would it have potential
problems with code assuming that not having an action of 'view' means that
there's not a page to view and that they shouldn't do UI hookups?
