  Not if your data-set is 100 mb big. I think this bug maybe needs some scope 
clarification before deciding which approach is best.

  This might not be the easiest sell to the commons community. Well its 
possible they might like the idea, I would recommend thinking hard about how 
this might impact them, in order to have good answers to questions they might 
ask (e.g. Things that would likely come up are how are datasets attributed, and 
are the patrolling/anti-vandalism tools sufficient to deal with this type of 
content)
