it's pretty bad. I called my California Congressman and had a polite conversation. They basically told me, "yeah, this is a mistake, they're going to clean it up, not my fault" -- in a "fixup" bill, AB 1856. Everyone's afraid to vote against this kind of bill, however.
If you live in california, and want to let them know what a mess this is, call the office of Buffy WIckes https://wicks.asmdc.org/, and *politely* let them know what you think needs to be done. Don't just cold call: plan your call, write down what you want to say, be prepared for hard questions. These people are busy and you need to make your point. I did call Wickes office, and offered to get a panel of people together to advise on a set of fixes, and I doubt very much it will go anywhere. Meanwhile, at the federal level, and in the EU, and around the world, this nonsense continues. How it impacts Plan 9, is hard to say, but you are right to be concerned.
