Dear Sir, it has been a very controversial issue. Don't you think that promotion is also a method of recruitment? There may be two sort of promotions, 1. time-bound and 2. promotion to fill vacancies that have fallen vacant in higher grade. In the second case, reservation may be claimed as it is a process of recruitment. And, so far as time-bound promotion is concerned, there is no point for discussion. Regards:
