Crux of the matter is arbitrariness and lack of knowledge on the part of
railway employees-both clerical and officers.

Solution is uniform guidelines and drilling them deep in the minds of the
concerned.

Another facet of remedy is delinking of monitory cuts from issuance of
erroneous concessional tickets, but which are issued in good faith,  .
