hmm the manual is a little bit complicated, but did I understand it right that it is a programm for the linux OS ? Because I'm using windows so there is maybe a problem.

So things should be pretty familiar to you. It even seems that you can upload .pot files there and then translate those through the launchpad interface. Not sure what's required for this, though. But perhaps anyone with an account can do that.
