That would be worth trying, depending on the volume of proposals and 
Distributability permitting.

I have a feeling that this is a case of leaving things to the last minute: 
players will vote faster if they have to.

Maybe not; I just want to do as much as possible to keep adoption time down. I 
think committees (which could be skipped) are worth the extra time, but I'm 
wary of having to wait more than a couple of weeks for adoption.
