Hi,
I work with Ubuntu breezy, with locale as es_ES.UTF-8
I can open the file correctly (or at least, with the same missing chars
everytime) by either method:
a) File>Open and select the file (without encoding dialog)
b) File>Open, set type as Text-Encoded and choose encoding in the dialog
c) from the shell with "openoffice.org-2.0 multilingual.txt"

If I understand correctly the issue only appeared when starting OOo from teh
commandline (shell). It works for me. I am attaching a PDF of the imported text,
just to confimr if that's teh correct text to import. Please, take note I have
uninstalled a lot of fonts from by system.
