That's an error in the file's data. The CSV file format demands that if a quote
character is contained within the field content, the field content must be
quoted and the contained quote character be escaped by doubling it. So the
second line should read:
"One Inch Wide","1 inch wide","1"" wide","ONE INCH WIDE"
