See section 7.1.1 of http://specs.openoffice.org/writer/numbering/NumberingBullet1.sxw . If the caret is placed directly after the first bullet (which is what you get when you highlight up) tab works for the complete list, otherwise the selection is replaced by the entered character (normal formatting behaviour). This makes sense as you probably wouldn't want to indent the first list item while keeping subsequent list items unindented.
