I don't think that's a defect, that's a change request. The standard behaviour
of OOo has been to activate the menu bar on Alt (or rather KEY_MENU, which
happens to be Alt by emulation). Just making the user experience for everybody
worse to enhace it for korean is not necessarily what we want.

Besides KEY_MENU gets only emulated if you press Alt and release it again, this
should not influence Alt-R at all. Why does KEY_MENU emulation prevent the input
method from changing ?
