In the current state it is unavoidable because in a "real" scenario (means: with a writable user directory) the files are needed. Otherwise you couldn't install basic libraries in UNO packages and you couldn't link to external basic libraries. As OOo does not know that the user directory is *intentionally* read only it must issue an error message here. The real cure for the problem would be to make OOo run without a user directory. In this case OOo wouldn't try to write the files at all.
