This doesn't appear to work as described in my copy of OOo 2.0.3 on Windows XP.
These are the steps I took to reproduce the problem:

1) Create a new document
2) Enter a large paragraph of text. I used the "dt" autotext for speed, but also
tried by manually typing in several sentences manually.
3) Right click on the paragraph, select the "Paragraph..." option
4) In the "Alignment" tab set the "Justified" option and leave the "Last Line"
set to "Left". Exit the dialogue with the OK button.
5) The paragraph should now be fully justified with a left-aligned last line.
6) Click in the paragraph to put the cursor somewhere in the middle. Type
SHIFT-RETURN to enter a "soft" line break.
7) Only the last line of the paragraph is left-justified. The line containing
the soft break is still fully justified.
