clu->tgildea: you can change that under (tools/options/language settings) and
the settings depends of what 'nationality' your oo is - as i know it is defined
that way and i could imagine, if we make it like you describes it (also a valid
possibility) a lot of people will send issues that their 'english' office
running on a asian os do not match to english date standard ..

for the second addition, please write a seperate issue (rule: one bug - one
issue, see also: http://qa.openoffice.org/issue_handling/basic_rules.html) and
describe step by step what you do (date formats can be used in a lot of parts in
oo and if you do not describe it more precisely, we have to guess ..)
