I meant the language of the program (not input language). e.g. switch from dutch UI to english UI. A restart imho is not a problem. My colleagues use Dutch version, but for me this means functions in Calc are not: IF(), AVERAGE() and TODAY(), but ALS(), GEMIDDELDE() and VANDAAG().
