Here's the reported scenario: 

1) print postscript to file,
2) lp -n2 output.ps

want to get 2 copies of output.ps, but only get one because 

"
/#copies 1 def
<< /NumCopies null /Policies << /NumCopies 1 >> >> setpagedevice
"

is in the postscript. 

How about only inserting the above if the copy count is > 1, which would
generally match the users expectations in the print to file scenario for copy ==
1 and copy > 1
