The problem is in svtools/source/control/ruler.cxx Ruler::ImplHitTest()
The tolerance to find the right column is calculated using the MapMode. If the
UI-unit is set to CM this uses 1/100 mm as map unit and for inches it uses
1/100th inch. This results in a pixel tolerance (with my current settings) of 1
pixel vs. 40 pixel (nBorderTolerance). The following search finds the wrong
column in case of a 40 pixel tolerance. To solve this the tolerance should be
set to a constant pixel value (may 2 or 3 pixel)
