Halfwidth number characters are actually ASCII, the method to convert ASCII to itself seems meaningless. But after we implemented NativeNumbering, the input for those methods is not just ASCII, but can be any supported number string, NumToCharHalfwidth has meaning now, we can convert fullwidth to halfwidth.
