In an OOo3.0.1 English installation set you see different English, French and
Spanish languages (actually I don't know why you see only the English languages
and which build you use) because those are the languages supported by the spell
checker dictionaries included with the installation set. Adding other languages
would mean to include other dictionaries as well, which would enlargen the
installation set further and probably is not what we want. However, I'm
forwarding this to product management.
