No, it's not issue 108012. The 108012 issue was a bug concerning the user
default template.
My issue (108424) is for setting the default "system/application" template.
I just see that the issue version was not correct : I saw the problem in the
3.1.1 and verified it in 3.2RC1
and 3.2RC2...
