In the case of my c. 450kb file, the Comments are not accessible for 20-30 seconds after the file is visible on screen. If you open the file and rapidly page down through it, you can get quite a long way before Comments start to appear. In other words, their appearance is not brought on by the action of paging through the document: it just takes time.
