How to reproduce:

In OOo 3.3.0 create a Writer document, set a password to protect it from
modification, save.
Send the document to someone using a previous version of OpenOffice.

Case 1
Version 2.4.3 (may also more recent) : document opens as read-only. Click the
Edit File button, you can change content and store again.
Now with version 3.3.0 you open it as read-only. Click the Edit File button, you
can change content and store again. No more password.

Case 2
Version 1.1.5 : document opens as writeable. You can save it as .sxw then rename
it as .odt
Now with version 3.3.0 you open it as writeable, modify it, save it (as ODF)
without warning. No more password.
