The author himself has released these hyphenation patterns under the LGPL, which should be sufficient for inclusion in, and distribution with, OOo. And the current readme file correctly reflects that it is licensed this way. The fact that the file has been distributed under another license does not preclude its release *by its author* under the LGPL as well. And being licensed under the LGPL its distribution is simply allowed under the conditions of the LGPL, without *any* additional conditions.
