This happened to me today, and I think I've got a lead on why it's happening. I
was having the identical problems happen and some googling got me here. Going
into Preferences > Java and JREProperties would appear and immediately hang OO.

I had a hunch and I disconnected from our wired corporate internet (with proxy
server) as well as turning off wireless on my machine. I retried the scenario
and everything worked properly.

I believe it might have to do with the proxy server. Our proxy server makes it
very hard for anything other than a browser to connect to the internet. I do not
have the Proxy area of the PReferences configured. 

I'm guessing OO looks for some internet connection, tries to connect out to the
world and searches on how to get through the proxy. Maybe it times out after a
very long time.

I think this will give you a lead on how to reproduce. This happened to me on
both 3.2 and 3.3 RC4.
