I'm sorry but I don't understand your problem. I had a look at the cell
formatting dialog in my German version of OOo1.9.125 on WinXP SP2 and it looks
OK, including the different locale settings.
Maybe it would help if you attached a screenshot that shows the problem and/or
describe one specific example of what's wrong. Also, what locale (what language
version) are you working with?
What do you mean with "The number of the text and the number of the number
can't
conversion to each other"?
