If a network operator (with a branded device) and/or an actual device
manufacturer (in other words a body who has control over exactly what
can go into the device) wished to
-  install a native component onto a device which requires root
permission
- but they don't want to include that component in the initial rom at
factory flash time
- and additionally they want the component to be packaged as a .apk
and installed in the same way a regular 3rd party app from the app
store is (i.e. without reflashing the device).

Then is there a means to achieve this? A 3rd party application
developer wouldn't be able to accomplish this, but are there special
mechanisms in place to allow this for OEMs etc.? (i.e. signing
the ,apk with a special certificate derived from a root certificate on
the device gives it elevated abilities beyond a 3rd party app, or any
other mechansim).
