My guess ... your admin thread is being consumed by some other process. AIE Jobs, Recon Jobs, Escalations, SLA engine or something. Try putting the Recon, SLA engines on separate threads and see what happens. You can easily test it by killing one of them and seeing if it lets you in while it is restarting.

What you experience, you would experience in a server group in the event the main primary server failed, then the server next highest in rank would take over.. So if you are logged into the AR Admin or Dev Studio using the name of the primary server, you would be able to log in, but not perform any Admin kind of operations which includes development until you switch to the next server that has taken over the Admin operations..
