I have to disagree with your "rain dance" analogy. Rain is
inevitable, even in a dessert. Decades of mismanagement and false
starts has proven that redevelopment in AP was not inevitable at
all. The board has done alot to create an environment to enable
this to happen. They may not have done everything right, but they
have also actively done some things that have made a positive
difference. To say they did absolutely nothing is so biased as to
really damage the credibility of some great points you are making
that really do ring true.
