Werner, I don't understand, there is nothing that requires the 
buildings to be restored? Is there anything preventing demolition? I 
thought that they had to be restored to state standards? Is that 
only IF work is done and there is nothing to compel actual 
restoration? In other words, they can be left to rot?

If this is so, it is even more important that a local 
preservation/landmarking body is created with the power of 
enforcement. Werner, if (I know its a big word) the city actually 
wanted to set this up, is there anything on the state level that 
would preclude this? While the LPC in NYC has not traditionally 
compelled restoration, I believe they are now starting to do so in 
cases where it is obvious that the owners are letting the properties 
rot. I agree that it is not fair in some instances.

It would be worth it for the Casino to be exempt from taxes if it 
were restored and primarily for public use.

What was this council thinking when it sold these buildings with no 
requirement for restoration?
