Have to check the redevelopment agreement to see if there is a 
proviso. A possibility is for the city to acquire it through eminent 
domain, a fund through donations to pay for it, and then a new 
agreement (99-year lease) with someone who will do the restoration. 
Again, like Mark, I feel that it doesn't really matter what the inside 
is used for as long as a sufficient public use component is included, 
certainly the maintaining of the easement.
